What changed
New York added a new veterans' property tax exemption, Real Property Tax Law section 458-a(11). It fully exempts a qualifying veteran's primary residence from property taxes, special ad valorem levies and special assessments. According to the state Department of Taxation and Finance, if a locality offers the exemption, it applies to assessment rolls based on taxable status dates on or after October 1, 2026. The department updated its guidance on October 6, 2026.
Where it stands
This is a local option. The statute lets each county, city, town, village and school district adopt the exemption by local law or resolution, and nothing in it requires them to. So a veteran could get the exemption on town taxes but not on school taxes, or on neither.
Who it affects
Veterans whose primary residence is in New York and whom the VA has determined to be permanently and totally disabled as a result of military service. The determination has to be shown by a VA letter or other official document, and the usual discharge requirements of section 458-a still apply.
What it could mean for a home loan
Property taxes are part of most VA borrowers' monthly payment through escrow, and lenders count that payment when they figure your debt-to-income ratio. A full exemption could lower the payment, but only once it shows up on your tax bill and your servicer recalculates escrow.
What to do now
Ask your assessor or municipal clerk which of your taxing jurisdictions offer the exemption. It is not automatic: you file an application with your assessor, and the deadline in most communities is March 1. Our guide to property tax exemptions for disabled veterans covers how the exemptions work in other states.
